"Some time ago, Dr. Light was researching new types of technologies, these findings would find use in a new Robot Master, called Trace.
She (yes, SHE!), if completed, would have meant a breakthrough in robot intelligence.
But as usual, Dr. Wily came to crash the party, destroying the facility Trace was in, thus interrupting the process to be completed.
It didn't take long for Wily to realize that a Robot of that potential shouldn't be wasted and less for his cause, after a while Dr. Wily went to pick up what was left of Trace to modify it as he pleased, another time later (how many times will they have to spend the "time later"?),
Trace appears alive and kicking but giving an announcement that no one should like to hear...
She had said that she had Four Robot Masters under her command and that, like her, they were located in very important cities, if the next day these cities did not surrender, she would order her men to destroy them at dawn (hence the name of the title). .
